The One Who Makes the Rules: Power, Following, and Winning

Key Verse “Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.”Romans 13:1

The Police Officer See the officer at the stoplight. Badge shining, hand up—cars stop. He did not write the traffic laws. He just makes sure people follow them. His power comes from someone higher.

The Lawmakers In big buildings, lawmakers make the rules. They argue, vote, and pass laws. But even their power is borrowed. God is the real Boss over every boss.

Your Two Jobs as a Christian

  1. Obey the rules (Romans 13:1-5).
  2. Help shape the rules (Proverbs 31:8-9; Esther 4:14).

You obey the officer because God put him there. You speak up to lawmakers because God gave you a voice.

How God Commands Us to Help Shape the Rules

God does not say, “Obey and stay quiet.” He says, “Open thy mouth.” Here are clear Bible commands and real-life ways to bring God’s truth into the laws of the land:

  1. Speak up for those who cannot speak“Open thy mouth for the dumb in the cause of all such as are appointed to destruction. Open thy mouth, judge righteously, and plead the cause of the poor and needy.”Proverbs 31:8-9Do this:
    • Call or write your servants at the Government. Attend meetings, serve on commission and boards.
    • As a member of a commission and/or board vote for laws that promote biblical values and work to defeat wording that is contrary to biblical principle.
  2. Use your place “for such a time as this”“Yet who knoweth whether thou art come to the kingdom for such a time as this?”Esther 4:14Do this:
    • Prepare yourself, read the bills and/or ordinances, become educated on the matters at hand.
    • Be a voice at governmental meetings—firm, resolute, and a defender of the faith
  3. Be salt that stops rot and light that shows the way“Ye are the salt of the earth… Ye are the light of the world.”Matthew 5:13-14Do this:
    • Salt: Fight laws any biblical principle.
    • Light: Write letters to newspapers, post truth online, speak at meetings of the Government.
    • Be willing to label evil as evil and lies as lies.
  4. Pray and work so good laws can spread the Gospel“I exhort therefore, that, first of all… prayers… be made for all men; For kings, and for all that are in authority; that we may lead a quiet and peaceable life in all godliness and honesty.”1 Timothy 2:1-2Do this:
    • Pray always for wisdom and power from God to establish His Kingdom.
    • Push for laws that establish biblical principle.
    • Push against laws that oppose biblical principle.
    • When laws reflect biblical principle, more people hear the Gospel.
  5. Live so that rulers notice“Having your conversation honest among the Gentiles: that… they may by your good works, which they shall behold, glorify God.”1 Peter 2:12Do this:
    • Work hard. Don’t take the first “no” from a governmental entity.
    • Establish accountability, shine the light of truth, extinguish the darkness.
    • This open doors for God’s rules and principles to enter the law books.

The Enemy’s Trick Satan hates God’s rules. He says:

  • “Did God really say that?” (Genesis 3:1)
  • “The Bible is old news.”
  • “Keep your faith private.”

He wants control. When God’s truth is pushed out, his lies rush in.

Your Mission

  1. Live God’s truth—in your home, money, and words (Matthew 5:16).
  2. Speak God’s truth—vote, write, run for office, teach kids (Matthew 5:13-14).
  3. Fight the devil with truth and tenacity (Ephesians 4:15; 1 Peter 5:8-9).

The Real King One day Jesus will return. His crown was once thorns—now it’s glory. His Word made the stars. Every knee will bow to Him (Philippians 2:10-11).

Until then:

  • Obey what God says.
  • Push back where wrong rules pretend to be right.
  • Shine so bright that even leaders ask about your hope (1 Peter 3:15).

God, forgive us for fearing people more than You. Help us obey those You place over us and speak up for what is right. Give us courage to put Your truth into every law. Let Your Word be louder than the world’s noise. We fight the devil with Jesus’ blood and our bold words. In the name of the Jesus Christ, Amen.
